Centro Embezzlement Detailed

Weekend Sept  2 , 2018

Alicia Padilla admitted embezzling $291,000 from Centro SA last Janiuary.

Amazingly she has yet to be arrested and charged. Centro is a city created entity to improve specific parts of down town. A former deputy city manager was in charge.

Please read the article. We study fraud cases in ACCT 5308 Ethics.  There were numerous red flags such as continual late billings to the city as well as numerous errors and failures to include

adequate documentation.  Finally Centro was unable to pay contractors. And City Manager Sculley and Don Frost were both on the Board.

Where was the oversight?  Oversight was so lax that Padilla  had her ex husband pretending to be a outside auditor assuring the board things were okay. There was no actual audit.

And Paidlla had a history of embezzlement and personal bankruptcy. This is a major internal control failure.

It seems to me that once again volunteer Board Members were not as involved as they should have been. And there should have been hard questions asked when the city reported so many errors by Padilla.

Penn State Scandal Costs Near Quarter Billion Dollars

Weekend January  8, 2016

Total Costs of the Penn State Abuse Scandal are now about $250 Million.

We study ethics in Acct 5308 this spring, And internal audit as well as internal control procedures are discussed throughout intermediate accounting.

 

Penn State has of course, a an Internal Audit Dept.

I doubt this potential risk ever occurred to them. This emphasizes the importance of thinking

Jennifer Dirks comments on her experience as a new student member of San Antonio Institute of Internal Auditors

I wanted to take a minute out of my schedule to briefly write about my experience at the Institute of Internal Auditors’ San Antonio Chapter meeting last week.

I was not sure what to expect when I registered for the Linguistic Lie Detection seminar, but it was definitely worth attending. The speaker, Nejolla Korris, was knowledgeable and engaging. The real-life examples she used from politics, business, and crime investigations were very relevant to the topics being discussed. I have 4 years internal audit experience, and can truly say that many of the things discussed would be very useful in the profession and wish I had known about them sooner.

In addition, I was truly impressed with the professionalism of the group as a whole. Everyone was incredibly helpful and more than willing to answer any questions I had about the profession. I had a misconception from my years in internal auditing (which ended up being more of an external auditing and project management job) that all auditors had to travel a lot and work long hours, and had subsequently stayed away from pursuing jobs in this area. After visiting with many members of the San Antonio Chapter, I found that there are many avenues to pursue in internal auditing that do not require excessive travel and that a work-life balance is attainable. I am thankful that Professor Elam took the time to encourage us attend the event. I think it is a good way to see what we are learning in class being put into practice as well as a great opportunity to network with professionals in the San Antonio area.

Words Don't Lie But People Do

Three TAMUSA students officially joined the IIA and attended Wednesday Sept 21 CPE presentation of Words Don't Lie bu People Do, Interview Essentials Through Linguistic Lie Detection.

National expert Nejolla Korris made a day long presentation on how to detect lies using analytic techniques. Did the person refer to

I can't think of a better place to start than learning all about health care, Medicare, Medicaid.

Arecent GAO audit found 50 dead people who recovered $9.8 M after they died.

Large programs like this are a treasure trove for fraudsters. The programs are so large that the fraudster knows there is little likelihood of being caught.

And with an aging population expect attempted frauds to grow. Health and Human Services registers an 11..5% fail rate. School lunches have a 15.7% fail and Earned Income Tax Credit EIC a shopping 23.8%.

As I say in class there are lots of opportunities for Internal Auditors.

Linguistic Lie Detection Seminar

On Wed Sept 21 form  8 30 AM to 5 00 PM the SA Institute of Internal Auditors will sponsor

hta day long seminar on Linguistic /Lie Detection.

It will be held at the La Quinta at 4431 Horizon Hill Blvd. This is actually on I 10 just north of 410 near the Medical Center.

What is this about, think of the TV shows CIS and Lie to Me. The speaker is a national expert in this sort of interrogation.

The cost for members is $50 and non members $80.   But students can gain a  year long membership for $35, together that would be $85. 

That includes access to monthly meetings, near daily e mails, a monthly magazine, webinars, and much more. This is a great opportunity to network with audit professionals. I estimate 200 will attend the event.  Remember it is who you know not what you know.

It is a great program all about fraud and lie detection.
