Wasn't prohibition intended to stop the use of alcohol by the consumer? Legalizing the transportation of drugs is not the same as legalizing drugs. So, as I see it, Guatemala is only acting to eliminate a conflict. If other such countries do this, they will merely be in the drug transportation business, and unless we in the United States legalize its use, there will still be a "war" on drugs, because the drugs will move freely to our border and then still have to be sneaked in somehow. Incidentally, I don't see the American people condoning legalization of drugs any time soon.

Yes this really puts Central American countries in business with the drug cartel rather than putting them out of business. No doubt the politicians are weary of not making the big bucks from the drug trade. This would allow them to do so legally.
