Do High Tax Rates Drive out Taxpayers?

Frankly I think so, look at the loos of Congressional seats by NY and CA to Texas.

Change Maryland believes that the tax base should be expanded. Instead the state imposes higher taxes on teh wealthy. Change Maryland suggests that this has driven millionaires out of the state.

Of course the state says this is not the case. I suspect that after some inflection point, those that can leave do leave. Maryland claims it is still minting well to do citizens, they had better be.

What do you think, does tax policy favor lower tax locations?
